In Hong Kong in the 1980s, gangs ran rampant, public order was poor, and corruption lurked within the police force. The famous "ungoverned" area of Jiaolong Walled City, modeled after Kowloon Walled City, was even more mixed and chaotic, with more than a dozen large and small gangs stationed there.
